Keelung Detention Center was established in December 1950 as mandated by the Ministry of Justice. In December, 1951, construction of the Detention Center started at its current location on Jhungfa St. , Keelung . The total area is 7,491 ㎡ . The Detention Center is used to detain criminal defendants during their first offence; In July, 1971, the Juvenile Detention Center was added; In April, 1981, Keelung Prison's Keelung Branch was established in order to solve the problem of overcrowding. In May, 1998, the Rehabilitation Institution was set up to detain people undergoing rehab.
